WHO WE ARE

Cycling England is a new national body which co-ordinates the development of cycling across England. Our aim is to encourage more people to cycle more safely and more often. Cycling England was launched by the Minister for Local Transport in March 2005 and replaces the previous National Cycling Strategy Board. We are supported by a Group, representing a number of Government departments, including, health, education, planning and support as well as transport.

Cycling England is made up of experts in transport policy, engineering, public health, the cycle industry, local government, cycle sport, cycle training and education. They are:

  • Phillip Darnton (chair) - was Chairman and Chief Executive of Raleigh plc for two years following successful career with Unilever plc. President of the Bicycle Association, which represents the cycle industry.
  • Lynn Sloman (sustainable transport) - transport consultant, formerly with Transport 2000 and specialist advisor to the Board of Transport for London
  • Dr Alison Hill (health) - Programme Director South East Public Health Observatory
  • Christian Wolmar (integrated transport policy) - writer and broadcaster specialising in transport
  • John Grimshaw MBE (engineering) - Director and Chief Engineer, Sustrans
  • Peter King (sport) - Chief Executive of British Cycling, the key cycle sport body
  • Kevin Mayne (training) - Director of the Cyclists' Touring Club (CTC), the National
    Cyclists' Organisation
  • Dave Merrett (local transport) - A York City Councillor from 1982, he led successive York Councils on transport matters 1988 – 2002, one result of which was that York was judged to be England’s best cycling city in 2003.
  • Chris Spencer (education) - Director of Education, Youth and Leisure to the London Borough of Hillingdon, he is a regular cyclist and triathlete, who regularly cycles to work from Oxford during the summer months.

Cycling England is supported by a cross-government group which includes representatives from the Department for Transport (DfT), Department of Health (DH), Department for Education and Skills (DfES), Department for Environment, Food and Rural Affairs (Defra), Department for Culture Media and Sport (DCMS)/Sport England and Office of the Deputy Prime Minister (ODPM).
