However, forecasts suggest that: Traffic will grow by 20% between 2003 and 2015 This will mean, without decisive actions, an extra 15 million tonnes of CO2 Transport accounts for 27% of UK greenhouse gases Transport emissions already make up 70% of air pollution in towns and cities Between 14,000 and 24,000 hospital admissions a year are linked to poor air quality Congestion currently costs the UK economy �20bn a year In the next ten years rail passenger demand is expected to increase by 34%. Capacity will rise by only 23% A strategic role for cycling Cycling can make a significant contribution to meeting these challenges. But to do so it must be recognised as a central component within the transport mix. For the first time, there is compelling evidence to demonstrate that sustained investment in cycling can make a substantial impact. By investing �70m a year in established, proven programmes, cycling will by 2012: Save between 27 million and 54 million car journeys a year, mainly in congested cities at peak times Save 35,000 tonnes of CO2 each year Improve local air quality Reverse a generational decline in the numbers of children cycling to school Cut the number of cars on the school run by 5% This will be achieved by: Giving every child in England the chance to undertake Bikeability training - the cycling proficiency for the 21st Century - before they leave primary school Dedicated cycling champions to work with every primary and secondary school in England, within seven years. Half of these will be in place by 2012 Identify safe routes to school for every child in England Build 600 new cycling links to schools, serving tens of thousands of children A programme to transform a major English city by delivering a100% increase in the number of people cycling by 2012 Dedicated towns in every region delivering increases of 100% in cycling A cycling programme with a rate of return of between 3:1 and 4.5:1 for every pound spent Building on success There is today a well established, but small-scale programme of integrated projects funded by the DfT and overseen by Cycling England. It is delivering compelling results. To make a significant impact, that programme now requires scaling up through increased and sustained investment. Its components are pragmatic, proven and effective. Investment of �70m a year will for the first time enable a new, national programme through the following initiatives. A nationwide START Cycling Programme (School Travel & Active RecreaTion) will work with each and every one of 21,000 primary and secondary schools in England to quadruple the number of school run journeys made by bike. This will be achieved through: Bikeability: A Government pledge that every child will have the opportunity to take Bikeability training before they leave primary school. Launched to widespread national media interest and popular acclaim last year, Bikeability offers Government a strong platform to demonstrate its commitment to investing in sustainable transport. Universal access to training for children would be a milestone decision, contributing to a shift in culture which makes cycling a mainstream transport choice. Cycle champions: At the heart of START there will be a national expansion of the successful cycling champion project, giving every school in England a dedicated, local cycling expert. Existing cycling champions have shown how by offering on the ground support to schools, children and parents, it is possible to quadruple the number of children cycling to school. Safe routes: An integrated, �joined up� infrastructure programme providing safe routes for tens of thousands of children to cycle to school. A transformational Cycle City. By focusing European levels of cycling funding on a city with one million people, schools, colleges, hospitals, stations and the city centre itself will be targeted to create a step change in levels of cycling. Ten additional Cycling Towns. For the last two years, six towns have received levels of investment in line with that of their European counterparts. These towns are already demonstrating how higher levels of funding leads to higher levels of cycling. In 12 months, Aylesbury has seen a 42% increase, Exeter 26% and Darlington 57% proving that dramatic progress is possible. A further ten would create 16 Cycling Towns across the English regions. Match funding will be secured for the initiatives above generating a total investment of more than �100m a year. Hard numbers Cycling England�s economic modelling has sought to quantify the benefits of cycling. On conservative estimates, that exclude the impact on children�s health, a 20% increase in cycling in 2012 will release a cumulative saving of �500m by 2015. Delivering against PSA targets In addition, Cycling England�s programme will directly support seven PSA targets that span six Government departments. In summary There are few everyday activities which have the potential to genuinely improve society and change the lives of individuals. Cycling is one of them. Whether it is through easing congestion, tackling traffic emissions or improving health, the bicycle can play a significant role in tackling some of society�s biggest problems. Furthermore, some of the benefits of cycling have been, for the first time, valued with a 20% increase indicating savings of �500m. This remains a conservative estimate. It does not include the role of regular cycling in protecting against obesity, benefits to mental health, physical development, social benefits, tourism opportunities and potential reduction in the number of accidents. For the first time, the organisations, programmes and evidence exist to create a landmark opportunity to support the strategic, long-term role cycling can play in helping to tackle today�s transport challenges. The question is one of will, ambition and vision. Over half of all car trips are less than five miles � 23% less than two miles. The average length of a cycle trip is 2.4 miles. �At ten to nine in the morning one in five cars is on the school run.
